Open PPSSPP Settings
Go to Settings → Networking. ArenaAnywhere is built into PPSSPP's server list from version 1.20 onwards.

Pick Your Region
Select the server closest to you. Set port offset to 10000, enable packet relay, disable UPnP.

Join a Lobby & Play
Open your game, go to ad-hoc mode, join the LOBBY group. Your opponents show up. Play.
